Random Dots?

I'm trying to make a mask with randomly generated circular dots similar to the cells noise generator. Using the cells setting gets me "close" to what I want BUT not quite. Even with the irregularity setting turned all the way down there are still cells that come out non-circular. What I need is basically something to generate randomly sized perfect circles in a random pattern similar to the cell but without the elongation. Anyone know if how to do this?

Those are in a grid. I was thinking more randomly scattered. Thank you for the response though. I found that I can do a version of what I want in Texture Maker Advanced BUT the program is buggy and hasn't been updated since I think 2007? So it's very tedious.

You could use a regions node.

Or you could just take a dot and use the patches feature of the Synthesis node which will give you control of size, number per layer and type of distribution.

The patches node was a very good idea.  My only issue with it so far is that the synthesis creates partly opaque artifacts on the dots that I can't seem to figure out which switch to flip to prevent.  I will play around with it more till I find it.  Thank you all for your assistance with this!
