How would you go about creating motion vectors for a flipbook animation? For animated raindrops, the waves would be faster, and the areas around it would be slower. So if i have a heightmap for the drops (since im converting that to a normal map) Would simply blending between green for the waves, and red for stagnant areas work?

Here are the normal and motion vectors, both a frame from a flipbook. What im trying to find out is how to make sure motion vectors are as they should be.
